I hope we can help you find Andrew Watt Douglas? This is what we know:

I think he would be from Scotland and possibly in the police force in England in the early 60's. Andrew Watt Douglas, would be around 69-73 years of age with a birthday in July. He had maybe 2 or 3 brothers and 1 sister.
